I suspect there are still too many unknowns for the poor old NKP insiders, having been burnt previously. I reckon even close relatives of PL would be smiling and nodding as he spoke of a "big" new deal. "That's nice dear", is what I can hear his wife say.
ASIC should study NKP as the perfect way to prevent insider trading; Make sure that everyone has been let down repeatedly with false hope, so that even those closely involved in negotiations have trouble believing it will really happen. I reckon even PL won't believe until the cash is in the bank. He probably feels let down also, by for example X and the Con-court.
For a change, I think it may actually be that the casual punter has a semi fair chance with NKP. Those that can better predict what all of the signals mean from the various parties involved may have the upper hand.
