    IIRC tax cuts are locked in from July 1st by raising the tax free threshold from $34,000 to $37,000 and the low income tax offset to $16,000.
    Rather than bringing those cuts forward the Rudd government reasons that a lump sum payment is better because it is more likely to be spent. Which is what they want because they are trying to preserve jobs by keeping the economy ticking over.
    I heard Rudd mention that bringing the cuts forward wouldn't do much for low income workers as their gain would be something like $360 spread over a year while high income workers would benefit by something closer to $3600. You know Labor are supposed to represent the battlers ;-)
