A 1 for 1 at 18c is not the same for a 3 for 1 at 6c. Assuming they were both full subscribed it would raise the same amount yes. However it would be unlikely to be fully subscribed as a 1 for 1 at 18c as this would deliever less of the company to those that take up the offer for more money.
