Hi GaryL - nobody would be interested in buying the brown coal - it has a low calorific value and the Loy Yang boilers are designed specifically to burn that low-quality coal. It's similar to the rubbish brown coal that used to come out of Leigh Creek in SA and was used in the Northern Power Station in Pt Augusta (now shut down). I recall someone saying that it was like trying to burn dirt!
