I am not exactly sure what you are asking.

Here are some other examples of problems.

Why invest in a saturated Aust mining industry in the future now????. There are only so many Sandfires. The returns are reduced not to mention other potential adjustments. The real scary thing is where does it end. That is the real problem just like super. Nothing is stable , you can't trust them and bureacrats do not belong in decisions of effective allocation of resources whether it is train lines or motorways as politics get in the way.

This govt has no track record, or the worst, and it is getting involved in mining.

    Be confidence problem now.

I think headquarters may move overseas to avoid the stigma and avoid any perceived conflict of interest or impropriety.

The other problem is this. The govt now relies on a volatile revenue stream. What happens if the mining revenue stream tanks eg. of the bubble variety. Australias future is no less secure because royalities while mundane were stable affordable, and there for a reason. To do away of them altogether is ignorant of the past and lacks diversification

At the end of the day the decision is slapstick , immature and not well thought out at all!!!!

Apart from that the policy is dangerous on many fronts.

In particular why aren't the fees received for the building profits of the stimiulus not called above normal profits. The mining companies are not part of the club so they have the right to take their bat and ball and go elsewhere as we all do in life!!!!
