You and most commentators have fallen for the rudd spin.
Rudd quite clearly says that the 9B is state royalties. What he fails to mention is that companies also paid company tax of 30% as well as the 9B. Rudd says it in a way to lead people to think that the 9B is all the tax companies have paid when this is not the case.
