I expect that is close to the truth - it could not be transferred to slipform via a distribution (distributions must be made to all shareholders), but SE entities were also responsible for operating the gas field and the powerstation. The profit from those contracts is lent to slipform by the operating entities and then used to finance the work by slipform, which is then the debt due. Or cash should be paid to slipform for interest and recycled.
