It happens when you are simply viewed as a Cog in a machine rather than an individual. A part in a machine can be easily replaced and will be as deemed by the Chinese government, there is a reason why the economy in China climbs so fast within the last few decades; China runs like a well-oiled machine.
You committed a crime? You are executed rather than wasting precious tax dollars of criminals, also your organs are harvested to make profit which is very efficient. Cut off your hand at work? Well thats on you and your fault you should've have been more focused. Ran someone over in car? Well the government dont pay anything you going to have to pay for the medical bills for that person for the rest of their living life (theres a reason why theres so many hit and runs).
China runs their politics so efficient it strips people of certain "idealistic" freedoms, but on the reverse hand what if you were to give absolute western freedoms to over a billion people ; chaos would ensue, the well-oiled machine would most likely fall apart. A democratic China may have worked but only with less overall population and it would have taken alot more time to get where they are now.
The Greater Good, the needs of the many outweigh the few which is what the communist government portray but alas we are only human and power absolutely corrupts reversing that statement which is the case of all governments, some hide it better than others.
