    Say you bought today and don't have the conversion form. It would take you 2-3 business days to get the form mailed out. That means you will receive the form Wednesday or Friday (Thursday is a public holiday). Say you mail the completed form out on Friday.... 31st falls on next Tuesday......... that would be REAAAAAAAAAL tight. I can understand why options have been neglected today.
