I recall that I once was a shareholder in a company (non Australian though) where something similar happened. It was not possible to vote on resolutions regarding removal without having replacement that shareholders could vote on.
Maybe the same is going on here and did Preempt withdrew the request only to file a new one that would better comply with the rules?
