some of the lithium ion batteries are shipping without heating/cooling as part of the price war - their warranty is less than the powerwall.

where in the warranty does it say that ?
the bromine gas leak was an issue in earlier designs, since then they have installed a capture system. In the event that gas does leak this system it is in low quantities and safe as long as the battery is installed outdoors or with sufficient ventilation indoors - something that the installers are trained to do. I suspect you face the same or greater risks with the vapors handling concentrated chlorine with a home pool. As with chlorine, your first instinct when you get a strong whiff of it is not to inhale it. Its not a danger like some gases that have no smell. The main point is, you don't want it building up in a fully sealed environment over time. I would prefer this (sole?) downside of the chemistry over the risk of a lithium ion fire due to thermal runaway.
regarding the minimum operating temperature - ZCell weighs 250 kg. that is a lot of thermal mass. To reduce (or increase) the temperature of the electrolyte by a few degrees takes a long time. The ZCell enclosure and the 'tank-within-a-tank' design are very good insulators. One point to note: in the worst case, the battery could 'warm itself' by turning on and discharging electricity (for example, in to a hot water unit, or the grid). We would need to see real world results to see what kind of sustained low day-time temperatures and night-time temperatures would be needed in succession to drive the operating temperature below 15c. I don't see how we are at risk of ZCell requiring expensive heating (or cooling) any time soon when the next step in the design would be to add insulation (assuming there are regions of australia where the battery needs help staying within operating temperature range).
