1. They may have held but not now.

2. They may plan to hold.

3. They may plan to hold based on certain outcomes.

4. They may be short of cash.

5. They may wish to expand their knowledge of the stock.

6. They mat wish to engage in debate.

7. They may wish to put an alternate view.

8. They may have hit the No position box as its the closest one

9. They may have useful information to add.

10. They may have questions to ask.

I am sure that there are many other potential reasons. Its not that odd at all!
