As posted elsewhere: PSC recommended moving Malaysia's hazardous goods legislation in line with international standards in which case the Mt Weld concentrate + LAMP residue will no longer be considered hazardous for transport and no longer need permits.
Unlikely legislation has passed but when/if it does Lynas will no longer need permits for movement of either concentrate or residue, in or out of Malaysia.
