Welcome Outlate12, my theory is the illiquidity of FEX means that any selling pressure invariably causes the share price to stall and even go backwards.
I would suggest that JW is looking to add inventory as at 4mt/yr, more resources are required to extend mine life. The Beebyn W11 deposit, if executed to Sinosteel's expectations, should open up the remaining 280mt owned by Sinosteel in the Weld Range, however our own tonnes would be more profitable and hence should deliver greater future dividends.
I'm of the opinion that there may be a small dividend, perhaps 1c come September.
