It is a hyper small portion of the free float that is being shorted. Not enough to raise concern or to stand out.
Algorithm traders are most likely shorting. They are typically in and out within a few pips of movement in the price. Sort of like a scalping strategy.
If they can make 100 trades long & short within a price range of $7.65-7.70 then they will.
Shorting on fundamentals is unlikely however I am sure there are some people who view fundamentals in a negative like. Financial markets are big worlds.
