Danny has spent a fortune buying votes and it seems that in Victoria votes are expensive to buy. Now that he has hit the wall, cash-wise, he is trying to put his filthy paw into the rest of our pockets.
Voters who the Vic ALP been bought must be screaming now that their feed is in danger. What is Danny to do? Without his mass cash injections he will be seen as naked as a sewer rat and that won't be a pretty sight.

Full marks if you said Danny's solution will be to drive businesses and landlords out of Vic. The smart money would have seen Danny's solution years ago and the smart ones would have already left.
