In most cases that you allude to re "other countries" 99.99% of the cases the offender has a knife or gun. The very rare cases where an offender is shot when unarmed in other countries, there is often the risk or perception from officers that the man is armed eg reaching down in his car when police clearly ask him to keep his hands up or on the wheel.
Considering the bloke threw a rock at the start, I think police knew full well he didn't pose a danger with a weapon and acted accordingly. Just par for the course . .
