It is always a "IF", same with the constant thought of IF they pay dividends, always a IF this happens or IF that happens then our shares will go up. It is constant pulling the shareholders along with high hopes yet the results is nothing to brag about. We shareholders are just chugging along hoping for some moves that never happens.
Look at every announcement that comes out. The market doesn't react.
