I was thinking of giving the waratah mine as an example, just didn't give it. The principle is the same though. Even a small operation needs to be assessed regarding the impact it will have on available workforces. The Styx project would also be a thin wedge for palmer, once he got approval there would be relationships formed which make waratah easier at the expense of other small operators..
I'm just guessing, but, it makes sense that the government approves smaller operators before palmer because this gives them more control over how fast the industry opens up. As much as I despise big government, sometimes they get it right..This is why I also hold shares in BCB..
