My guess for the huge discount would be to force shareholders to take up the rights otherwise lose a lot of money in dilution. If the rights were at 15c then probaly a lot of shareholders wouldn't take them up. The company's performance to date is not a great incentive to put more money in so they have gone for the "big stick" approach.
