This cap and trade will end up with certain people who have credit from the banks will be able 2 buy the carbon credits while people starting new business in the future will not have that credit so the banks can pick and choose loans for carbon.

it seems strange that they want 2 reduce the handouts for the solar pannels then install cap and trade, I gather having de-centralized power would be scary for the command and control states.
