The sickest of savages adapt very well to our prison system. Also allow me to inform you that they don't change, they just choose their victims from the available population. Usually slightly simple types or those with a mental disorder that the system can't cope with. It's admirable that you wish to keep them alive but you're just allowing them carry on in a different environment.
Perhaps you can explain to the current terrified victims about the necessity of saving the monsters because maybe, just maybe, reincarnation is real.
While you're at it do some research and talk to their previous victims. Find out about the ongoing terror just knowing that the beast still prowls about and the never ending fear some do gooder will let them out.
