Cuba is one of the least corrupt business economy’s globally.
There are onerous and long winded processes and approvals in most every business set up, but think you will find very few in governenent there are living in beach villas hiding Swiss bank accounts. Both RZ and PS have openly commented how uncorrupt it all is and there is no tolerance if any corrupt activities were found.
Also the days of oil majors acting in non ethical/ illegal business manner are long gone, they have countless levels of scrutiny to adhere to in everything they do these days...you can hide nothing these days, ....as my old manager in bhp said to me...every key you hit on your keyboard , I.T have a log of it and can track.

From what I can ascertain Cuban govt and Melbana have a good solid relationship.
