Hmmm... UN intervention into any matter is not a simple thing to invoke.
For instance, the UN will not intervene in what are otherwise considered 'internal matters' of a nation state.
The NATO military operation into Kosovo was the result of one such messy internal situation involving genocide between war torn states of former Yugoslavia.
The East Timor liberation finally under a UN flag was only possible after intense legal debate involving the former Portugese soveriegnty issues found enough fine print under International Law.
Notwithstanding these ... the UN does not have a good record even when it does get involved ... the economic sanctions against Iraq are a human tragedy that indirectely have cost the lives of a million people.
The UN has been around long enough to learn how to deal with dictators ... Saddam should have been dealt with in 1991 and everyone knew it then and now.
