one reason is they believe the price will go lower.
another is to accumulate more. ie short 500,000 and buy back 2M or more from stop losses and nervous mums and dads.
Then repeat repeat until you have acquired a substantial shareholding at a very low average.
Remember money moves from the impatient to the patient.
