Price is an issue since the producers I have spoken to have an immediate aversion to the price, however irrational; they are not even interested in trying it.
Regulatory approval can be held up in subtle ways by powerful competitors. It has been in for other products. Why not here?
You are partly right that the antimicrobial treats gastrointestinal problems. There are other markets, but surely that is a large enough market to kick off with? It has never been claimed that it replaces antibiotics everywhere. With further research on the basic chemistry maybe other antibiotics will be replaced, but that is not necessary immediately.
Afterall, each antibiotic is a very narrow spectrum agent requiring other antibiotics or chemicals to treat other bugs.
