Imo, Yes, Buying on the market.
Pen is a very liquid stock, so large amounts of shares could be easily soaked up without triggering the stock to skyrocket.
Pen is not what I would call tighly held atm, but that would certainly change if some of the really big American insto's took a liking to the Lance project. Which Imo will eventually happen.
