There are lots of reasons and most have been mentioned in other threads much to the annoyance of many.
Interest rate rises are what may trigger the next leg down in the oil price. Some say $20-$30.
It's gloomy but if you think buying straw hats in winter is a good investment then buy. But you want to be sure it's going to be a sunny summer. When will the hat return your investment in it??
FID is a long way away in the current and foreseeable supply/demand environment.
