Transversal, your link shows that families will be mean tested for the new Childcare Rebate and not receive any of it from July 1, 2018.

The new single Childcare Subsidy will commence from July 2018, I guess this is what you mean?

Only poorer families and families under the threshold will see their Rebate increased.

This is actually incorrect: despite the progressive taper down from 85% to 20% for families above $65,710/year (and below $350,000/year), it is estimated that the new package will be advantageous to the vast majority of families (70% to 75% depending on different sources), i.e. the aggregate childcare purchasing power will increase as a result of the reform.
