Maybe they don't want the dilution so are looking at opportunities to 'fund as they go'. I know it isn't a great example SP wise but LOM has don't this while searching for Kimbolites in Angola i.e. they have a relatively simple alluvial operation producing free cash flow to fund exploration.
Obviously the size & grade of this resource is unknown & many are thinking like you, which explains the poor SP performance. I guess I/we just have to balance risk reward & invest accordingly.
