More so in developed countries than developing ones. IN the US its illegal for government agencies to use but not private individuals (I believe). Here the government's position is that it should be dealt with by emissions trading. In China they're already doing and probably less likely to care.
UCG in itself should result in fewer emissions especially if it replaces coal fired power. Its liquifying the gas thats much more polluting. I can't understand why we don't just modify people's fuel tanks and use the compressed gas as a fuel instead - CNG is a much cheaper, much cleaner fuel? Laziness, greed or stupidity - I guess.
