He had a surprisingly good thought there, but the answer that hit him is rubbish IMO
Lynas has no reason to sacrifice quality. The issue that right now has top priority for LYC is to get a license for operation, costs don't matter in order to achieve that goal, because that happens to be a question of "live or die" basically.
The only logic explanation for a change of the lead constructor with all potential problems and further risks arising from that decision is the dispute with UGL engineers uncovered by the NYT in the article from June 29.
