The above tip is not about reading tea-leaves and palms - as some think charting & TA is - it is about how a chart becomes a visual indication of market activity, and the psychology of traders.
In the above example, the stock keeps rising, yet the impression created is that is has no clear UP days, when in fact it has. As mentioned, this could be a deliberate push down by accumulators, or it could also be strong buying from "accumulators", and a disbelieving market selling into the buying, stopping the rises.
Either way the stock is still rising, and because there are no clear UP days it goes under the radar of many traders, eventually resulting in a breakout as the market catches on.
At the moment it is a wall of buyers vs a wall of sellers, but the signs are saying it will break upwards. I have bought on this basis.
