As demonstrated in the US and Europe now is the worst time to be trying to sell niche medical devices into a country, even if they can help. Hospitals want oxygen, ventilators, PPE and other essentials and don't have the time or money to explore other options. I don't think they even have a partner who can sell 1As in India currently. Not to mention the system there, even when it hasn't collapsed, is not very easy to work with for small foreign companies. Also the 1A wasn't taken up by anyone other than China for Covid so I think we lost that fight a while ago.
Maybe in a few years when this has caused a shake up in their health system it might be a better market to try to sell into.
