Not being a trader, excuse my ignorance, but is this a reasonable thesis: Rather than capping to accumulate, what they are trying to do is cap it until the next major market correction, so they can more readily pick off investors in the $1.50 region? Is that plausible and consistent with what you chartists are seeing?
