Happy dreamer Sounds like a better idea. The government could also add a queue jumping tax surcharge that queue jumpers would have to pay for say 7 years once they started working here. This would help with the costs incured whilst rescuing and relocating them , instead of being bourne by the tax payers of Australia.
It may prove as a disincentive as well when queue jumpers realise it will hit their hip pocket.
