why would anyone sell now

TGS has dropped and dropped. SP now 20c. The company has a proven copper resource of monster proportions with an incredible 7% copper content!! World class deposit with electricity, roads etc all nearby. The problem is it's in the Congo. Shareholders have waited years for a final decision re the mining licence fom Gongo govt. The company CEO is over in Congo meeting with the officials. Everything appears above board and only one box left-to-tick. Yet millions of shares have changed hands the past week or so.
My query: why sell now when an answer is so close... possibly within days? The upside is many times greater than the downside. Of course there is risk. But every share purchase has some risk involved.
