All charting is the map of peoples sentiment.
So yes it can work equally well with smaller stocks.
The difficulty is reading them. Some people expect them to act the same as the top 200 which of course they don't.
However being that people 'trade' purely on charts and specifically in the smaller stocks then yes cahrting can be very useful.
As we all know though it aint a holy grail.
