There is a substitution. It's not literally emptying the freezers in to China. As McQuade notes, they use the frozen fish for smoked generally, rather than using the fresh fish. That fresh fish is moved to domestic retail, and the best is exported at highest price. I think the cost of that substitution is pretty minimal.
