Not sure who funds the Neighbours of Fishfarms, their facebook page says they have 80 members.

Billboards can be expensive, but dont know how many they have, or how long they have them up for, but i guess it would be a lot to just pass the tin around to 80 people. Or maybe Flanagan is funding it to help with his book sales... he said part of the reason he wrote his book is because he was stuck in his writers retreat during lockdown, which overlooks some fish pens, so he could easily be part of the group.
