The program I'm using is sketch-up. You can import satellite imagery from google earth to scale. From there, I import any maps/plans I want to overlay and scale them according to the scale bar on each image and align it visually to the satellite image. Once you have an imported site plan aligned that also has coordinates on there you can then use those coordinates as a reference to add anything else. It's all done manually by measuring out distances on the X and Y axis.

Good thing is you can easily add anything to it as long as you have a scale and coords. You can measure surface area, volume as it's all 1:1 scale.
Everything I've got on the model is shown below. I just hide what i don't want shown depending on what I'm looking at.


From the chart below Toro Blanco could be just as promising as Coquetas.
