I'm only speculating here but if you were a potential suitor would you be willing to include an upfront payment for +$30M in a deal before or after you had greater certainty on P3 requirements and the associated future costs and timeframes?
It could still happen before FDA confirmation BUT seems more likely to now happen after as both parties get greater certainty.
IMO a modest MPS deal is a higher probability to happen first given the above.
