If you invasive how large companies hire through direct reports up to HR team for approval or to run the recruitment process

eg. The accounting team in the Xproject team require a new management accountant.
The team leader raises an internal request with HR team
HR team will liase with the local team leader who confirms PD, rates of pay etc.
HR will post the job internally on the intranet first, may advice local recruiters who specliase in this area as well as posting on a job board. During this time they may also start searching their talent database.

In most cases the HR/recruitment team will "post n pray" at the same time they are scouring the database for the right candidates.
