    Didn't watch the vids NBD posted but quite sure it come down to what they call in economics as "tragedy of the common"

    In short when you have no restrictions on who can harvest in an area and how much they can take, each person will go in and takes as much as they can.

    Think you can relate to the idea of allowing all and sundry to harvest timber from a forest, and what would be the consequences of that.

    More and more countries are managing the fisheries in their control, here in WA very much so and while we have some sustainable fisheries there is a long way to go.

    International waters is a problem, while there is some regulation it is not enough and enforcement is difficalt.

    OK where is that wine I had?
