From personal experience, I was negotiating a contract for $XXX,000, with a fairly large customer for 3 months after they said yes to buying, which was after nearly a year of back and forth, the 3 months was purely on or paperwork then procurement has another go, I imagine something worth $100million would have many more i's to dot.

Mining has even more restrictions than private dealings (Glad I left), and lets not forget the provisional mining license had two stipulations that are expected to finalise this month sept.
