They said a while ago (EGM I think) that they were actually ahead of schedule in assembly but there was a delay with 1 component delaying overall completion. They said that they were ahead because they had commissioned some of the individual modules.
At the AGM, they said that they have had blocks moving in the back of H3 but has not yet laid a block. I think that it is the shuttle system in the boom that is the hold up right now.
