thats what I do, my galaxy plan costs me 80$ a month and the data is excessive (3gb per month) for usage on the phone. So I often tether it to my laptop/ipad.

A lot of people also bought Ipads on data plans which are cheap, my brother pays 30$ per month and gets 5gb data on his Ipad + the Ipad is paid off over 24months so he doesn't have to front-up that money either..

Apparently telstra, optus and vodafone don't have reception in flinders st station though according to the melbournites on this forum, so GCN may have a niche market there :)
