Construction of a multi-billion-dollar coal terminal in central Queensland is pushing ahead, despite cost pressures on the resources industry.

Eight mining companies are funding the Wiggins Island project in Gladstone.

The project's general manager Malcolm McPhan says the first of four construction stages is due to finish this year.

He says it will allow 27 million tonnes of coal to be exported per year and the first shipment will leave in November.

"It's purely a demand cycle, so if somebody wants more capacity for coal we keep expanding the terminal," he said.

"If they don't, we keep moving forward on this stage one sizing.

"For this stage we're sort of focused on the November completion. Beyond that yes it'll be very interesting to see where it goes to."
