It strikes me that one of the best ways the Australian Government could support Bougaineville's development is to supply some seed financing to the Bougaineville Govt. to help get the mine up and running. Little doubt there would be a healthy return on the taxpayer's money, but more to the point it would be a much better way of supporting the people of Bougaineville than pouring Aid money into the place as we have done for the Solomons and PNG. We will see.
