what do you guys actually make of this raising?

I've read some of whe's quarterlies and activity reports but they seem to be going nowhere(ish) slow. One of their statements in 2008 said that they were aiming for production to start in 2010, but i don't think thats likely now. perhaps 2011/12. and this raising was for exploration and technical studies but not development costs...

so it seems that this raising is on pretty good terms for shareholders, but looking further out i dont know..
